NOC – The Consent Letter that grants you the permission to study abroad as a Nepalese student

A ‘No Objection Certificate’ (NOC), also known as a No Objection Letter, is the consent issued by the Ministry of Education. The NOC states that the Ministry of Education approves of you studying abroad. You can apply to study abroad after you are granted the NOC.

Why do international students require a NOC?

The NOC is a compulsory requirement for international students planning to study abroad. Apart from that, the letter also helps you make payments to the university to which you are applying for admission. Your bank from where you make the payment will require that you provide the NOC. It grants the bank legal permission to students to pay the admission fees to the university or college concerned.

How to apply for a NOC

Anyone who is looking to pursue their higher education abroad can apply for NOC if they have a valid offer letter from a university or college. You can acquire this form by visiting this office at the Ministry of Education office Ministry at Singhadurbar, Kathmandu. 

Alternatively, you may download the application form online. If you choose to fill up the form online you will need to create your account at http://noc.moest.gov.np. Simply, sign up with your email address or phone number and upload the necessary documents requested.

Step to apply for the NOC online:

  • Visit the website http://noc.moest.gov.np and click on “Apply for NOC”.
  • A drop down section will appear to add your personal information.
  • You have to upload the necessary documents requested in the upload section.
  • Before clicking the submit button, scroll through the application again and review the your input details properly.
  • Once you’ve submitted your details and documents, you will receive a unique application ID number. Save this number with you as it will be needed for future requirements concerning your application.
  • Post application, the authorities will review your application, the result of which you will receive an email or SMS.
  • If your application is approved, you can visit the website and download your NOC using your special application ID number.

The Notice for NOC usually comes within 1-2 business days if you apply for it online. However, if you apply for it at the Ministry, you may receive an NOC on the same day, provided you submit all necessary documents.

After your application is approved by the Ministry of Education (MoE), you may have to pay a certain fee as requested by the Ministry.

The requirements to apply for an NOC

Document requirements for NOC to study abroad:

If you’re applying for a No Objection Letter, you will have to provide valid documents, of which some of the most essential documents include:

  • Acceptance letter or I-20 from the institution you are applying to study abroad
  • Arrival slip of passport (Concern Country Immigration)
  • Citizenship proof
  • Citizenship of guardian
  • Copy of Valid visa
  • Departure slip of passport (Nepal Immigration)
  • Invoice Letter (payment details)
  • University Bonafide Letter
  • Original & photocopy of passport
  • Original & photocopy of academic transcripts

You may also be asked to provide other documents depending on the course you are intending to study.

If you are applying for a medical course such as MD/MS/MDS, you will be required to provide a Medical Council Certificate, Eligibility Certificate, and Internship Completion Certificate. And if you are married and have changed your last name, you’ll need to provide proof of the same while applying for NOC.
